Idiot Drivers

During a rainstorm today on Washington Street I hope that the driver of a brown car realizes he almost made me have an accident not to mention a heart attack when he sped by me and completely covered my car with water where I could not see for several seconds in any direction. Where are the police when these kind of drivers are on the road endangering others?
